Two issues ...

If both Reader and Acrobat of the same version number are concurrently
installed, you cannot control which one opens documents in the browser
or via double-clicks.

If both Reader and Acrobat of different versions are concurrently
installed, there may be other conflicts than just "what opens the file."

And finally, if you have two different versions of Acrobat (the full
product installed), you also have problems with the AdobePDF PostScript
printer driver instance and the plumbing used to connect the driver
to the Distiller.

For situations in which a producer of PDF really needs to emulate
"end user" environments with different versions of Reader, the best
solution is either separate computer systems (old versions of Reader
on those almost-ready-to-discard systems, stripped of all software
other than the operating system and Adobe Reader / Acrobat Reader)
or dual/multiple boot systems in which you boot from "minimally-configured,"
small disk partitions to try out documents on old versions.
