You need a key from Adobe, for which they charge a significant fee.  If you intend to use the plugin for less than 5 or so stations it's probably not worth it.

Can an acrobat plugin written using Acrobat SDK 5.0 be used on a system with acrobat reader only and not writer.
 
 
I have written a plugin but its not being detected by acrobat reader 5.0. What should be done to get it detected by acrobat reader???
