Correct, although I believe that a big endian BOM (FFFE) is preferred.
but that there is no (or not sufficent) support in Acrobat 6 to deal with Unicode filenames.
I think it's insufficient or incomplete. It does appear to work just fine for many things (like opening & display Unicode-named PDFs) but I just tried using the File Attachment feature and that does NOT support them :(.
