Does your filename consist of only that Russian letter? The angle bracket representation for strings is just a way of specifying a sequence of bytes (a string) as 2 hex codes per byte. You might try encoding the filename containing the Russian letter as utf8, then use the angle bracket representation to write the string for readability. The reader might recognize that (based on the locale of your machine).
PDF doesn't do UTF-8. It only does PDDocEncoding and UCS-2/UTF-16.
