This is what I call the "Qualifier Game".  When you say that
something is "pretty close to hard facts" tells me that you
don't think it is a hard fact.   What does that statement
mean?   Either something is a fact or it's not, hard or
otherwise.  Mikes use of the words "appears" and "apparently"
tells me that  there's a speculative element in his comments. 
These words qualify what he said -  and since his job is working
with words, I believe he chooses his words carefully, and meant
~exactly~ what he said, not  what you or others think he meant. 

That said, many people are not specific when they speak or
write, and say one thing while meaning, or implying, another. 
Therefore, when reading a statement such as Mikes, a number of
people  will conclude that what he's saying is a "fact" or that
it's something he believes is true. 

Because of this aspect of contemporary communication, I feel
that the list would have been better served by a clearer
statement from Mike, one in which he would have noted where his
information came from, and, perhaps a pointer to Gandy's site so
we could make up our own minds about the veracity of the
supposition.   Your  subsequent comment about context is, IMO,
quite valid.
