If you want to go really cheap, for a couple of hundred dollars,
you can get quartz halogen yard lights and stands at most
building supply stores. Pick up an 80A filter to correct the
light, figure out a way to diffuse the light without burning
anything, and you are on your way.
Check some of the bigger camera stores in your area (sorry, I
don't know how unhandy it is to go to Toronto from where you
are) and see what they have. You can do quite nice portraits
with only 2 lights, and a bit of imaginative reflecting.
