All messages are received by PDML's remailer software, then resent to everybody on the list. The time involved would depend upon server load. I think the list server we are on probably handles many lists, so PDML volume itself would not be the only factor in the delay time.
This list is monitored (Doug reads it), but not Monitored (censored), though the software is set to remove certain kinds of e-mail (attachments, binaries, html, spam, etc) which is mentioned in the FAQ.
