My experience with several M series 50mm lenses is that the 1.7 is usually
slightly sharper and crisper at working apertures (f5.6-f16), the 1.4 is
sightly sharper at wider aperatures and of course is slightly easier to
focus in low light. However, the best of one (1.7 or 1.4) is better than the
average of the others. In other words the difference is so slight that
manufacturing tolerance causes them to overlap each other. The 1.7 I
currently have is one of the best I have ever used (subjective opinion based
on real world images, not tests). I had a 1.4 that was next to useless wide
open, and I had one that was simply supurb, though not quite as good as the
current 1.7.

So, the anwser is it depends on the particular lens, a general statement is
not valid.
