Absolutely. Can you imagine a photo in which *all* the compositional
elements lined up *exactly* on the "rule of thirds" lines and
intersections?! Yuck. 

It isn't really a "rule" or even a "guideline", it's a *tool*, which can be
used or not used as appropriate. You can make a more informed decision about
whether or not to use if if you learn about it and work with it
deliberately.
