I bet you are using the rectangular selection tool, instead of the
crop tool then. The rectangular selection tool looks like a rectangle
with dotted edges, the crop looks like two 90 degree angles crossing
each other, with a diagonal line in the middle. Click on the
rectangular selection in the tools palette and hold the button, and
you'll get to the circular selection and crop tools.
