Well, it's not "illegal", in a criminal or quasi-criminal sense. It's contrary to the contract that the vendor has with the CC companies. It's up to the CC folks if they want to sue or not. And, they likely don't give a hoot, 'cause I doubt that they're losing much business by it.
I don't like the fact that some places advertise "cash prices" and tag you with an extra 3% if you want to charge it. I think that's misleading advertising. OTOH, it doesn't bother me if the vendor wants to knock off a couple of bucks if I offer to pay cash, and I don't think there's anything wrong with that at all.
