IIRC, the problem occurs when two surfaces with refractive indices different than each other, and also different than the local ambient air, come into contact to within "diffraction distances" of each other ... that is, within about 10 wavelengths to 0.1 wavelength, where the size of the space itself can have a quantum effect on the (energy of the) photons passing through it.
