Go where the natives are friendly and just start shooting, a busy shopping street, a popular park, a funfair, a place popular with tourists, busy market. Don't be afraid to shoot and it will come to you. Noisy cameras have never bothered me but in some circumstances they can help. For many people it is a case of mind over matter, just don't think that all around you are looking at you, they are not.
