They are on commercial stations that play music, and they come from the owners and managers of the stations and networks. They exist because of and are geared to ratings. This is because ratings dictate what they can charge for commercial time. This, in turn, dictates their bottom line and whether they survive or not. Play lists are an anticipation by broadcasters of what the music listening public wants. It's therefore the listening public that ultimately dictates the play lists. While the moderator chooses what to promote, the radio station chooses the moderator. The choice of moderator is based upon, you guested it, ratings - and for the same reason play lists are generated. This is nowhere more evident than on talk radio where "hosts" come and go as their ratings grow or fall. Again, it's all about what they can charge for commercial time. Every one of us is the target of a propaganda war. Nobody trusts the source when it brings discomforting enlightenment. When hearing truth, the first response of those out of touch with reality is to attack the messenger, be it the polling companies, the radio, the television or the newspapers. If you only listen to what you want to hear, those bits that tickle your ear, that's the only view you'll ever get - and you'll think it to be universal too...
