Sure, that's what it's "supposed" to be. That's what the camera manuals say. 
Hold down the button 1/2 to focus lock then recompose. But personally, I can't 
work that way and, believe me,  I've tried. But how am I supposed to know 
what to focus on until I know what I have finally decided will be in the frame? 
Especially with shallow DOF? So, for me, it's backwards to focus first then 
recompose; it should be compose then focus. IMHO that is what works for me. The 
other really doesn't.
