That's because you're in between the beginning and ending of the
conductive portion of the potentiometer.

Dirt or a bad spot on the potentiometer can cause erratic
behavior when you're *within* the range of the light meter. If
you're outside the range of the light meter (long exposures with
fast film speed or very short exposures with very high film
speed) then it's not a defect in the camera at all: you're just
going outside its operating parameters.
