There'll be a fence, but it depends on how big the holes in the fence
are.  Tire marbles won't even notice a chain link fence as they go
through the holes. :-)  I've never been to a race at Richmond, but I've
been boinged by marbles at Charlotte and Atlanta.  My rule of thumb is
to stay above row 20 if my seat is in a corner.  Since you're on the
straight, you shouldn't have a problem.

Since you're on the straight, give it a try from your seat.  The cars
will be going by pretty fast, and, with panning and a slow shutter
speed, the fence might only appear as a loss of contrast.
