I'm having the same problem as you had. My credit card
company sent me a statement only with two digits. I called
them up on the phone, and they told me to get in touch with
PayPal directly.
PayPal people sent me email, and they told me they can do
the "manual confirmation" process. It goes like this. You
make a photocopy of your photo ID and the credit card statement
with PayPal transaction. Then you send them to PayPal, and
they can confirm your credit card in about 10 business days.
I had a little trouble at first, but now I'm in the process
and it seems to be working for me. :-)
