You could check out the ProMaster line of tripods - their SystemPro models
have a center post that detaches and expands into a monopod - and you end up
with both tripod and monopod.  The series 1 can be had for about $165 with a
fairly substantial ball head, the series 2 for a little more.  MSRP on their
web site is, of course, more, and they don't show the ball head, but it's
available.
