Not full-blown; it's hard to replace Photoshop, or whatever your favourite tool happens to be. I really am just talking about a couple of items; one command-line utility, and one program that does pretty much what Photo Laboratory does, but with a larger window (and, hopefully, a better RAW-to-RGB conversion routine).
