I work in a hospital lab and we have machines which
are best not turned off, but we get lots of power
surges. We connect them all to UPS's (Uninterruptable
Power Supply). I don't know if there is a smaller
version to connect to a home computer. These ones keep
it going for about hr to give time to finish what
it's doing and allow you to shutdown properly. These
are slightly bigger than the main computer unit, and
probably expensive, but we don't tell the taxpayers :)
You could try coming to NZ. We don't get rolling
blackouts forced on us here.
