Flash burst is always faster than shutter speed so the entire amount of flash light emitted hits the film/sensor. Also remember that even at speeds faster than synchro speed, the effective speed of shutter curtain is still equal to the synchro speed. This is why the shutter does not control the flash exposure. It's the multiple flash burst using a limited total amount of power that limits the guide number.
