I think the TeleTubbies interface epithet belongs to the Mac. Those animated toolbar icons are *far* cheesier than anything from XP.
FACT: Just like the new XP interface, the Dock animation can be turned off.
OPINION:
I thought "Teletubbies" of XP as well, mainly due to the huge default titlebar buttons and the highly saturated colour scheme. It looks..... well.... cheap. We switched the scheme to "classic" pretty quickly.
FWIW I left my Dock animation on. Yeah I'm a sucker for good eye-candy... but I do consider it the icing on the cake. Quartz Extreme is very very nice, and Apple are taking good advantage of it.
