FACT: Just like the new XP interface, the Dock animation can be turned off.
On a Mac G4 running OS 10.2.6, the Dock's icon animation can be turned off?

Hmm, I wonder if turning it off is a new feature of Panther as I didn't keep 10.2.7 for long enough to fiddle much.
I can either use the Dock preferences (as mentioned by Cotty), or go to the Apple menu and you'll see a Dock submenu... with a "turn magnification off" option.
In my dock preferences I can also change the amount of magnification.
