I've had this happen occasionally with image files. What I did was to use other viewers until I got one to read the file. In my case, that was usually QPV, a DOS programme, but I think it unlikely that it supports modern, progressive jpegs. Once loaded into the viewer, I resaved it. This kept the file in its present state and I could then load it into a manipulation programme and crop the damaged part and save again.


Not entirely a suitable procedure, for multiple reasons, but it might salvage images for you if nothing better works.
