means that due to that distance, you have no reason to ~reasonably~ fear
any
imminent assault from Mr. Robb.
So (and again, I emphasize that I have no idea what he said to you, and
neither do I care), whatever was uttered may have been vulgar, tasteless
or
threatening, however it was surely not actionable in a Criminal or Civil
Court, in either the UK or Canada.
At least, that's my limited understanding of the law as it exists.
