But if they don't say that there is an official internet organization, who appointed them then? If they are aware that no-one can appoint them to "official" status, they either must have did it themselves or else have some random person to do it. Either way, it's a silly thing to claim since it cannot possibly be true.

The point is, you can actually become official whatever of the Winter Olympics, but you can't become anything official of the Internet. I don't know about the laws in the countries where they use that slogan, but over here it's illegal to say things that are not true in advertisements.
