It's a meter that has a means to trigger the flash and/or measure the exposure resulting from the flash firing. They usually have a socket to accept a flash sync cord so that you can use the meter to trigger the flash. Some of the recent models have a built-in wireless transmitter to fire the flash equipped with a compatible receiver.
If the flash can't be triggered by the meter, the flash meter typically also have a mode in which you can manually trigger the flash and it knows to differentiate the bright flash from the ambient light.
