My wife bought a Smith-Victor kit with two umbrellas, two ac strobes
with slave function, the stands, and pc sync chord for about $150 from
B&H to use for larger items on eBay. I played with it a little, and it
seems to be quite good for the price, I figure it could easily be used
for small group portraits with good results.

I agree with the idea of an outside portrait if possible. If not, I'd rent a
small studio flash set up with umbrellas. Try B&H and Alkit for rentals.
Don't forget to rent a flashmeter if you go with the flash idea.
