If the information isn't in the scan no amount of manipulation will get it 
back, it will only start looking more terrible. However if there is more 
information lurking there you can of course use the localized burn and dodge 
tools but there are also good global tools that can be excellent if you learn 
how to use them effectively. 

In this instance the curves tool might be of assistance. Using this tool you 
can alter the contrast ratio of the image over selective brightness ranges 
through the image. For instance if you set three control points you can 
preserve the contrast relationships of everything that is 50% grey through to 
white but alter the relationships of your blacks to bring out the shadow 
details only. 

The settings following will give you an exaggerated result but you will see 
what I mean if you have a play with it:
