Johns probably right, it's bound to be a single lens but a lens group 
being moved vs the sensor.  "Probably" a considerably larger mass in the 
lens elements.

I do not think that IS in a lens involves simply rotating
a lens , it involves moving a lens (mass) laterally.

And in body IS is not moving anything?
