Yes perhaps, but this kind of scenario is all too real in some US cities. The "drama students on assignment" look is part of the ploy. They've created a scenario where they're not particularly intimidating, yet they are sympathetic figures However they're plight is real. They're just smart enough to know how to deal with it. . I've spent many years in NYC and many years in some of the homeless hotbeds on the west coast. This is a typical ploy. Yes, it's contrived in a way, but only in order to be effective. The people and the conditions are very real.
