Back when I lived in New England I often ventured outside in T-shirt and jeans in below-freezing temperatures; extra layers were only for when it got below 20F (-7C). Now, in sunny Silivon Valley it might get down to 17C on cold days, and that's definitely cold enough for the natives to wrap up warm. (That's assuming you can *find* a California native; the majority of the population appears to have moved here from somewhere else).
