I see. I don't think there is many ways to reduce file size without loss of
quality/information. The best may be compressing a jpeg.

The "New Data" is in the lower left corner of the dialog box for Image/Image
Size. There's what we call a "fly-leg" you can check or un-check. This can
be used for both increasing or decreasing the number of pixels in an image,
thus changing the file size. I do believe, however, that compressing is
better than reducing the pixel size - even decreasing colour depth - in
order to reduce file size. There's a usefull spreadsheet for image file
