I think you'll find that this will only occur if you have also exported and they have installed your Camera RAW database, the settings aren't written into the RAW file. What I generally do if I wish someone to see what I did to a RAW file with sending them a TIFF is save the settings with the same image number and send that small file along with the RAW image. The user at the other end can then load that setting file.
