That's definitely in the ballpark for electronic flash durations.

(during which time, incidentally, that 60mph object will have moved
around 1/15 or 1/20 of an inch - good luck in measuring that! :-)

If you really want to measure it, I wouldn't bother with trying to
measure the light.  I'd find some way to get a probe onto those nice
little flash contacts on the hot shoe, and watch the camera tell the
flash when to fire and when to turn off.
