I can't guess any better than you have, but think it noteworthy that the lady is wearing a flapper dress (or something like it) plus trousers. That's a fairly idiosyncratic combination that a fashion expert may be able to date.
Do you have the negative? I once found Kodak's technical advisors very useful in dating negatives that I had to a period of 1926-30 IIRC, because it was cellulose acetate not nitrate, but had no edge printing.
