I am sorry I don't understand why the ISO would increase? Am I just tired today (i.e. dumb) <g> ?
You're capturing light from a larger area, so more light hits the sensor, so you can use a lower ISO setting.
I'm not sure I'd have chosen to describe this as "effectively increasing the ISO", but I think that's what Rob meant...
