However as someone else said, the gimp plugins are scripts not source code, so you should not need gcc for them. Just put the scripts in the appropriate directory.

you'll need gcc and make to compile those files.
I haven't been brave enough to compile my own stuff from
source. You could try looking/asking around if there are RPMs available for the
stuff that you need.
