I have nothing to fear so I always leave feedback as soon as the cash is clear, 
as a consequence I've left far more feedback than I've received as a seller, so 
don't just blame the sellers. I have been subject to the practice you describe 
as a buyer though, it amounts to blackmail of sorts.

eBay can't confirm a cash payment has been made however they could always 
instigate a policy whereby the seller had to leave feedback before the buyer 
and sellers could be de-registered if they didn't leave feedback for 95% of 
sales?
