Some good BW printers used to intentionally fog a piece of paper when attempting to print an extremely contrasty neg. However, that's with fresh paper. If your old paper is fogged, it's probably not capable of recording a decent image. I would say the best fix for it is the trash barrel. Why waste time and chemicals on junk paper?
