Sounds to me like either the application preferences or the
application bundles themselves on your machine have somehow been
corrupted. I have been running 10.3.7 and use both those
applications. Neither has demonstrated any behavior as you
report. 

I would recommend doing a volume verification with the Disk
Utility and then reinstalling the Epson printer software and
Netscape.
