I don't quite understand that either... except that if dust is on the sensor, and the light hitting that portion of the sensor is not in sharp focus to begin with, it may tend to obscure the dust.

I most often find dust to be evident in large portions of the image that are homogenous, for instance sky and clouds.

I don't understand. If the dust is in the sensor, *behind the lens*,
how would the aperture used affect whether you see it or not?

Does it have to do with the angle at which the light hits the sensor?
Then why does focus matter?
