majority of that money is being sent back by migrant workers, and only
a relatively tiny amount as a result of scams.

That's not very much compared to GNP. 85-90% of Nigeria's GNP is
from oil, at about $40 billion. Their foreign debt is over 80% of GNP.
But foreign debt's not a scam. Is it...?
