Apparently you do not understand beaucracy. They can not send back the money that is even more of an offense than sending him the aircraft. So the aircraft belong to him, but can not be delivered. The money belongs to them, but they can not spend it. And of course they can not sell the aircraft to someone else. We had a name for this kind of situation when I was in the Air Force, we called it a Cluster *.
* a four letter word meaning fornicate (obvious question here).
