What a pre rinse does is to soften the emulsion and saturate it
with solution. This makes for a faster and smoother developer
imbibition into the emulsion. It does change the needed
developer time, and can change the effective speed of the film
slightly as well.
Since the problem you describe is high fog levels, I would be
looking elsewhere than an accidental pre rinse causing this
particular problem.
A question: Was this the first films you put through your new
Jobo tank? You might have a light leak.
