no, you pay extra for Nikon's RAW editor program. the converter is free. 
Nikon Capture is an editor, not just a converter. Picture Project is a 
converter with a couple of very limited controls.

Here in Belgium, you have to pay (100?) to get the Raw convertor with the 
Nikon D70.  I thought in the US the situation was similar.
