The last package from the US they charged me C$8 handling fee, plus GST/PST. 
Maybe
they secretly raised the fee, I don't know. AFAIK, package under C$60 and 
declared
gift (but they don't necessarily believe you) will be tax fee. Sometimes they 
will
open the package and look for a gift card to verify. Above that value, GST/PST 
will
be applied (but the 1st $60 is always tax fee). There is one except though. The 
lens
Pentax Japan shipped me declared "return from repair" got though without being
trapped at all. Experience tells me the Japanese seem to be more creditable to 
the
Canadian Customs when it comes to declaring packages.
