But surely Elements 3.0 (with which the latest Camera Raw 3.1 plug-in is compatible) is not as advanced as original Photoshop CS?

Photoshop Elements 3.0 does not enable the Camera Raw plug-in's "Advanced" feature set, so it uses the older, simpler calling interface. It's possible they could have enabled "basic" operation only with CS2 as well, but I suspect that's not what users expect when they use CS2.
