If you're speaking of the mottling in the white portions of the image, you are looking at digital noise. Some scanners have "cleaner" sensors some have stronger noise suppression algorithms. You can remove it with a noise suppression package such as Noise Ninga you may, probably will lose some resolution when you do that.
